I have a son attending a home school “Charter School” in N. CA. How can one write an IEP -regarding reading?

Does anyone know what services are available for an IEP through a public “home school” charter school regarding reading and writing difficulties? Are there special curriculums, private schools with small classes, in home tutoring by reading specialist, or other resources? Any ideas or recommendations would be appreicated.
